A BILL FOR AN ACT
RELATING TO licensure.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that this Act is necessary to address a problem of enforcement within the building industry. Homeowners, inspectors, and government agencies have difficulty identifying the number and required ratio of tradespersons performing licensed electrical and plumbing work on the job site as required by law.
The purpose of this Act is to provide for the facilitation, identification, and enforcement of the requirement for licensed electricians and plumbers on job sites and to extend that requirement for licensed elevator mechanics, in order to promote public safety and facilitate compliance with state law.
SECTION 2. Section 444-9.5, Hawaii Revised Statutes, is amended to read as follows:
"§444-9.5 Licensing of electrical or
plumbing workers[.] or elevator mechanics. At least half of
all individuals performing electrical [or], plumbing, or
elevator mechanic work employed on a construction job site by an electrical
[or], plumbing, or elevator mechanic contractor shall be
licensed in accordance with chapter 448E[.] or 448H, respectively,
and those licenses shall be visibly displayed on those licensees at the job
site. The board may waive this requirement in any county when there are
insufficient licensed electrical [or], plumbing, or elevator
mechanic workers in that county to comply herewith."
SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
