SECTION 1. House Bill No. 2200, H.D. 1, S.D. 1, page 7, is amended by deleting the fiscal year 2011 appropriation of $1,541,979, for item number 23, BED151, Aloha Tower Development Corporation, to conform the amount to the current appropriation under Act 162, Session Laws of Hawaii 2009.

SECTION 2. House Bill No. 2200, H.D. 1, S.D. 1, pages 20-21 is amended by increasing the amount for item number 6, HTH560, Family Health, from $1,520,962, to $3,120,962, by adding $1,600,000 in interdepartmental transfer funds for the voluntary Healthy Start program. The source of funds is temporary assistance for needy families (TANF).

SECTION 3. House Bill No. 2200, H.D. 1, S.D. 1, pages 27-28, is amended by amending the amounts for item number 17, HMS401, Heath Care Payments, to add $40,000,000 in general funds, increasing the amount from $459,037,132 to $499,037,132, and $80,000,000 in federal funds, increasing the amount from $701,911,653 to $781,911,653 in fiscal year 2010 to address a funding shortfall in the medicaid program; and to reduce by $40,000,000 the amount of general funds, reducing the amount from $589,219,050 to $549,219,050 for fiscal year 2010-2011. These
amendments are in response to a March 18, 2010, request from the governor to transfer funds from fiscal year 2011 to fiscal year 2010.
