A BILL FOR AN ACT

 

 

Making an appropriation for Advanced Placement and International Baccalaureate courses at public high schools statewide.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that according to a study conducted by the Southern Regional Education Board in July 2007, growth in the participation of advanced placement and International Baccalaureate courses in the states served by the board has led to a higher percentage of proficiency rates that have exceeded the national averages.  In addition, according to the College Board, a not-for-profit examination board, advanced placement courses allow students to challenge themselves with rigorous college-level courses in high school and earn college credit through their success in the advanced placement examination.  The International Baccalaureate Organization has found that their students consistently attain admission into prestigious universities around the world such as Oxford University, University of British Columbia, and Harvard University.

     The legislature further finds that in a study conducted by the Massachusetts Institute of Technology, advanced placement and International Baccalaureate students who earn credit through these programs perform better than the average student, and that in research done by the National Center for Educational Accountability, students who take advanced placement and International Baccalaureate courses are twice as likely to graduate from college in five years than students who have not attempted any of these courses.

     The purpose of this Act is to appropriate funds for advanced placement and International Baccalaureate courses in Hawaii public schools that limit or do not offer these courses.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2009-2010 for advanced placement and International Baccalaureate courses in Hawaii public schools that limit or do not offer these courses.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2009.
