A BILL FOR AN ACT
relating to highway safety.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Section 286-108.4, Hawaii Revised Statutes, is amended to read as follows:
"[[]§286-108.4 Driver
education and behind-the-wheel driver training program[.]];
prohibitions. (a) The director of transportation is directed
to establish and certify a statewide driver education program and
behind-the-wheel driver training program, to include the number of course
hours, curriculum, and certification of teachers and third-party examiners.
The director of transportation is also directed to set a cost for the programs
to enable the programs to be self-sufficient. The director of transportation
shall adopt rules pursuant to chapter 91 necessary for the purposes of this [[]section[]].
(b) Any driver education program and behind-the-wheel driver training program, whether for the statewide program or any commercial enterprise, shall not train drivers on the same driving route used by a county agency responsible for motor vehicle driver licensing for the road test portion of any examination for a driver's license or temporary instruction permit."
SECTION 2. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 3. This Act shall take effect upon its approval.
