A BILL FOR AN ACT
RELATING TO CHILD CARE.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the department of human services' child care subsidy program budget is expected to be depleted by the end of February 2010 unless emergency measures are taken to restructure the budget. If the budget is depleted, no money will be available for child care subsidy payments from March through June 2010. The department increased the budget for this program by $8,500,000 in 2009, bringing the total to nearly $66,000,000. However, many more families are applying for assistance than expected, child care providers are raising rates, and the $66,000,000 that was budgeted for child care subsidies is being depleted much faster than anticipated.
The purpose of this Act is to appropriate funds to address the critical shortfall that the department of human services is currently facing regarding child care subsidies.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2010-2011 for child care subsidies.
The sum appropriated shall be expended by the department of human services for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2010.
