A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE seventh SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $15,315,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2010-2011, for the purpose of capital improvement projects for the seventh senatorial district, as follows:

1.   Kilauea water system

     Kilauea school waterline improvements

          Construction                  $300,000

          Total funding                                $300,000

2.   Wailua-Kapaa water system

     A.   Kapaa storage improvements

          Land                        $1,000,000

          Total funding                              $1,000,000

     B.   Kawaihau road section, Kahuna and Piliamoo roads twelve-inch and sixteen-inch water mains

          Plans                         $300,000

          Total funding                                $300,000

     C.   Drill and develop Kapaa Homesteads well number four

          Plans                         $500,000

          Total funding                                $500,000

3.   Hanalei water system

     Hanalei school waterline improvements

          Plans                         $300,000

          Total funding                                $300,000

4.   Wainiha-Hāena water system

     Design and construct a 100,000 gallon storage tank, booster pump station, connecting pipeline, and appurtenances

          Land                          $100,000

5.   Kekaha water system

     Kekaha (Amfac) shaft and twelve-inch waterline

          Land                        $1,000,000

6.   Aliomanu road reconstruction and protection

     Five hundred-foot revetment and roadway reconstruction

7.   Kapaa new park stadium improvements

     Locker room facilities

8.   Open space and park land acquisition

     Black Pot beach park expansion, Salt Pond beach park expansion, Kauapea beach access, Pāpaa bay access

          Land                        $4,000,000

9.   Kilauea agricultural park development

     Grade parcel, gravel roads, install water infrastructure, install windbreak, install internal fencing

10.  Kapaa library

     Site assessment and selection

          Plans                         $250,000

          Total funding                                $250,000

11.  Kawaikini new century public charter school

     Build school facilities

          Plans                          $62,000

          Design                         $35,000

          Construction                $1,779,000

          Equipment                   $1,889,000

          Total funding                              $3,765,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2012, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act as follows:

     (1)  The sums appropriated in items 1 through 5 shall be expended by the county of Kauai, department of water;

     (2)  The sums appropriated in items 6 through 9 shall be expended by the county of Kauai; and

     (3)  The sums appropriated in items 10 and 11 shall be expended by the department of education.

     SECTION 4.  This Act shall take effect on July 1, 2010.
