A BILL FOR AN ACT
relating to capital improvements for projects for the benefit of the sixteenth senatorial district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2010-2011 for the purpose of capital improvement projects for the sixteenth senatorial district, as follows:
1. Aiea intermediate school, Oahu
Design and construction for campus-wide electrical upgrades.

2. Aiea intermediate school, Oahu
Design, construction, and equipment for electrical upgrades and heat abatement improvements, including appurtenances.

Plans, design, and construction for improvements to Kamehameha highway, including signal operation and monitoring improvements Phase II, a feasibility study for bottleneck intersections, utility undergrounding, Pearl Harbor historic sites gateway project, and HARS demonstration program. These projects are deemed necessary to qualify for federal aid financing and/or reimbursement.

Construction to equip all crosswalks along Kamehameha highway with in-roadway lighted warning systems.

SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2012, shall lapse as of that date.
SECTION 3. The sum appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act, as follows:
(1) The sums appropriated in items 1 through 18 shall be expended by the department of education; and
(2) The sums appropriated in items 19 through 21 shall be expended by the department of transportation.
SECTION 4. This Act shall take effect on July 1, 2010.
