A BILL FOR AN ACT

RELATING TO PARKING.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  Chapter 291, Hawaii Revised Statutes, is amended by a new section to be appropriately designated and to read as follows:

"§291-   Creation of parking areas for motorcycles, motor scooters, and mopeds. (a)  The State and each county shall establish sufficient parking areas on their respective properties that allow the parking of vehicles for the parking of motorcycles, motor scooters, and mopeds.

(b)  The State and a county, as applicable, shall establish, designate, and mark-off on-street parking of not less than one parking space per block for the parking of motorcycles, motor scooters, and mopeds.

(c)  An owner of a private parking garage shall designate parking stalls in the owner's parking garage for use by motorcycles, motor scooters, and mopeds, in a ratio of one designated parking stall per ten motor vehicle stalls.

(d)  A county shall allow motorcycles, motor scooters, and mopeds to park in the vicinity where a bicycle is allowed to park, in a manner that maintains the safety of and affords the least obstruction to pedestrian traffic.

(e)  As used in this section, the terms "bicycles", "motorcycles", "motor scooters", and "mopeds" shall have the same meaning as in section 291C-1."

     SECTION 2.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect upon its approval.
