HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTing THE DEPARTMENT OF TRANSPORTATION OF THE COUNTY OF MAUI TO establish a program to raise AWARENESS of THE EFFECTS OF SPEEDING AND THE IMPORTANCE OF ABIDING BY SPEED LIMITS.

 

 

 


     WHEREAS, in 2009, sixteen pedestrians were killed by motor vehicles state-wide; and

 

     WHEREAS, Section 291C-102, Hawaii Revised Statutes, prohibits driving a motor vehicle in excess of the posted speed limit on a state highway; and

 

     WHEREAS, under current law, there is a "zero tolerance policy" against speeding; and

 

     WHEREAS, the safety of others should be a priority when operating a motor vehicle; and

 

     WHEREAS, programs that educate all licensed drivers, pedestrians, and cyclists on safety help to promote safety for all users of state roads and highways; and

 

     WHEREAS, collaborations with rental car companies to inform drivers about pulling over from the highway when whale watching have been successful in reducing collisions and other related incidents; and

 

     WHEREAS, it is in the best interest of Maui to educate visitors who drive while visiting the Valley Isle about the dangers of speeding; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the Senate concurring, that the Maui County Department of Transportation, with the assistance of the state Department of Transportation, is requested to launch a speeding awareness program to educate visitors who drive motor vehicles while visiting Maui about the dangers of speeding; and

 

     BE IT FURTHER RESOLVED that the Maui County Department of Transportation is requested to work with rental car companies and the Car and Truck Rental and Leasing Association in developing the speeding awareness program; and

 

     BE IT FURTHER RESOLVED that the Maui County Department of Transportation is requested to report to the Legislature on the speeding awareness program no later than twenty days prior to the convening of the Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation, the Director of the Maui County Department of Transportation, the Mayor of the County of Maui, the Chairperson of the County Council of the County of Maui, and the President of the Car and Truck Rental and Leasing Association.
