A BILL FOR AN ACT
relating to a Museum Artifact and Archival Conservation Summit.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the high cost of preserving artifacts and archival documents, combined with economic difficulties, have forced museums and conservation organizations in Hawaii to sell artifacts and archival documents in their collections or refuse to accept new items. The legislature further finds that many of these items are of historic and cultural significance to Hawaii and should be preserved.
The purpose of this Act is to organize a museum artifact and archival conservation summit to develop a strategy for storing and preserving the historic artifacts and materials of Hawaii.
SECTION 2. (a) The department of accounting and general services shall organize a museum artifact and archival conservation summit.
(b) The comptroller shall establish a summit planning committee that shall consist of up to nine members and shall include:
(1) A representative of the department of accounting and general services, archives division, to be appointed by the comptroller, and who shall serve as chairperson of the committee;
(2) A representative of the public library system, to be appointed by the superintendent of education;
(3) A representative of the University of Hawaii department of anthropology, to be appointed by the president of the University of Hawaii;
(4) A representative of the University of Hawaii library and information science program, to be appointed by the president of the University of Hawaii;
(5) A representative of the Bernice Pauahi Bishop Museum shall be invited to serve;
(6) A representative of the Historic Hawaii Foundation shall be invited to serve; and
(7) Three representatives of Hawaii's community collections and archival organizations shall be invited to serve.
(c) No later than July 1, 2010, the summit planning committee shall organize and convene a museum artifact and archival conservation summit to which shall be invited:
(1) Private museums, libraries, and conservation, curatorial, and collection organizations;
(2) Information technology companies; and
(3) Energy and engineering companies that provide services to organizations that store, protect, and restore artifacts and archival resources.
(d) The museum artifact and archival conservation summit shall:
(1) Identify challenges, opportunities, and technologies necessary to create adequate facilities and public-private partnerships for storing and preserving historic artifacts and archival resources in Hawaii; and
(2) Recommend proposed legislation and administrative rules.
(e) The comptroller shall report the findings and recommendations, including proposed legislation, of the museum artifact and archival conservation summit to the legislature no later than twenty days prior to the convening of the regular session of 2011.
SECTION 3. This Act shall take effect upon its approval.
