A BILL FOR AN ACT
RELATING TO DISASTER RELIEF.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The Ka‘u region on the island of Hawaii comprises land area larger than the island of Oahu and is exposed to many of the natural disasters that threaten Hawaii, including hurricanes, tsunami, earthquakes, lava inundation, flooding, and volcanic emissions. Ka‘u is a remote area and, in the event of a natural disaster, there may be significant delays in getting disaster relief to the people in the region.
In 2009, the legislature appropriated $1,800,000 for fiscal year 2009-2010, and $16,300,000 for fiscal year 2010-2011, for design, construction, and equipment for a gymnasium/civil defense shelter on the campus of Ka‘u high and Pahala elementary school on the island of Hawaii. The department of education, however, does not consider this project as a priority and does not plan to initiate the project.
The purpose of this Act is to amend the General Appropriations Act of 2009 to change the expending agency for the gymnasium/civil defense shelter on the campus of Ka‘u high and Pahala elementary school on the island of Hawaii from the department of education to the county of Hawaii.
SECTION 2. Act 162, Session Laws of Hawaii 2009, section 62, part IV, item G. 47. is amended to read as follows:
“47. KA’U HIGH AND PAHALA ELEMENTARY SCHOOL, HAWAII
DESIGN, CONSTRUCTION, AND EQUIPMENT
FOR A GYMNASIUM/CIVIL DEFENSE SHELTER;
GROUND AND SITE IMPROVEMENTS; EQUIPMENT

SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 4. This Act shall take effect on July 1, 2010.
