A BILL FOR AN ACT
relating to public employees.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 78, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§78- Exemption from furloughs and reduction in force. All permanent and temporary public employees whose positions are funded in full or in part by funds other than the general fund of the State of Hawaii, including but not limited to special funds, shall be exempt from furloughs and reductions in force.
For purposes of this section, "furlough" means the placement of an employee in a temporary non-duty, non-pay status due to non-disciplinary reasons."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect upon its approval.
