A BILL FOR AN ACT
RELATING TO HOUSING.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
Section 1. (a) The department of taxation shall review all housing tax credits offered and issued by any state agency, including the Hawaii housing finance and development corporation. The review shall include:
(1) The issuance and usage of housing tax credits;
(2) Guidelines used by each agency in offering and issuing housing tax credits;
(3) Tax-credit enforcement mechanisms;
(4) The effectiveness of each tax credit with respect to its intended purpose; and
(5) All other factors standard to a review of tax credits.
(b) The department of taxation shall submit a report of its findings and any other pertinent information to the legislature no later than twenty days prior to the convening of the regular session of 2011.
SECTION 2. This Act shall take effect upon its approval.
