A BILL FOR AN ACT

relating to department of hawaiian home lands.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  The department of Hawaiian home lands is directed to undertake a study for the provision of early childhood education centers in each of its homestead communities.  The study shall include but not be limited to the following:

     (1)  The estimated number and locations for the proposed early childhood education centers;

     (2)  A description of the curriculum of the proposed early childhood education centers to be offered;

     (3)  A demographic description of the clientele to be served by the early childhood education centers; and

     (4)  The estimated start-up capital cost and annual operating cost for the development and operation of the early childhood education centers.

     SECTION 2.  Not later than twenty days prior to the convening of the regular session of 2010, the department of Hawaiian home lands shall submit its study for the provision of the early childhood education centers, along with any proposed legislation, to the legislature.

     SECTION 3.  This Act shall take effect upon its approval.
