RELATING TO SHORELINE SETBACKS. Allows DLNR to establish an interim construction moratorium along Kailua Beach to protect development from coastal hazards, to conserve and protect beaches, to preserve recreational uses of coastal resources, and to minimize future impacts to the coastal ecosystem. RELATING TO FARMS. Establishes a pilot program within the Department of Agriculture to encourage farmers to form agricultural cooperatives, coordinate purchasing agreements between the agricultural cooperatives and hotels, restaurants, and other buyers in the visitor and hospitality industries, and develop and implement safe food certification for products under the program. Establishes the Food Certification Pilot Program Special Fund and appropriates funds for the program. (HB1471 HD2)

RELATING TO FISHING. Requires DLNR to gather and use all available data to support the adoption of any rules to regulate the taking of uhu, weke/moana kali, and ulua/papio. Requires DLNR to develop a monitoring and evaluation program to determine the effects of any rules adopted. Requires DLNR to develop a monitoring and evaluation program to determine the effects that runoff, sedimentation, pollution, lack or profusion of fresh water intrusion into the marine ecosystem, and the introduction of invasive species have on the ecosystem that affects the habitat and forage of uhu, weke/moana kali, and ulua/papio. RELATING TO THE BUDGET OF THE OFFICE OF HAWAIIAN AFFAIRS. Appropriates funds for the operating budget of the Office of Hawaiian Affairs for fiscal years 2009-2010 and 2010-2011. (HB900 HD2)

· By Email: Testimony may be emailed if less than 5 pages in length, to the Committee at WTLTestimony@Capitol.hawaii.gov . Please indicate the measure, date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
· LATE TESTIMONY – Testimony received after the testimony deadline will be posted on the legislature's website after the hearing ends. If you are testifying in person, please bring twelve (12) copies of your testimony to the hearing room (229) and give to the committee clerk PRIOR to the start of the hearing.
Please note: If you submit your written testimony after 3:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
