RELATING TO BUREAU OF CONVEYANCES. Transfers fee time share interest from the land court system to the regular system; establishes a working group to resolve implementation issues. Establishes a pilot program to implement electronic recording of fee time share interests. Allows bureau of conveyances to charge a fee for deregistration of a fee time share interest. (SD2)

RELATING TO PUBLIC LANDS. Requires the department of land and natural resources to offer for sale or exchange to leaseholders parcels of Sand Island. (SD2)

RELATING TO PLANNING AND ECONOMIC DEVELOPMENT. Repeals the chapters relating to coastal zone management and state planning, and transfers the authority and functions of the office of planning to DBEDT. (SD1)

RELATING TO KAENA POINT STATE PARK. Permits overnight camping at Kaena point state park. (SD1)

RELATING TO COASTAL ZONE MANAGEMENT. Requires affected agencies to account for sea level rise and minimize risks from coastal hazards such as erosion, storm inundation, hurricanes, and tsunamis. Preserves public access and public shoreline access. Extends shoreline setback to not less than forty feet from shoreline and requires counties to account for annual erosion rates. (SD1)

RELATING TO FORFEITURE. Clarifies that the forfeiture laws apply to violations of conservation and resources statutes and rules and to the protection of caves, historic preservation, and the Kaho‘olawe island reserve. Effective 7/1/2050. (SD2)

RELATING TO THE BUREAU OF CONVEYANCES. Requires the redaction of the first five digits of the social security numbers on judgments, decrees, and court orders when filing at the bureau of conveyances and land court. (SD2)

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Makes housekeeping amendments to section 502-33, HRS, relating to the circumstances under which an instrument requiring a reference to a prior recorded instrument may be recorded, and to section 502-41, HRS, relating to certificate of acknowledgement for instruments filed with the DLNR.
