RELATING TO LAND USE COMMISSION. Prevents lands designated important agricultural lands from being reclassified to another classification if the primary use of the land is agriculture, the owner or lessee is a farmer, and the gross proceeds from the agricultural activities on the land exceed $1,000,000.

RELATING TO LAND USE. Protects and promotes the proper use of Hawaii's best agricultural lands by requiring conditions of approval for subdivisions of agricultural land into smaller lots and farm dwellings, thereby ensuring meaningful agricultural use.

RELATING TO IMPORTANT AGRICULTURAL LANDS. Amends section 205-45, Hawaii Revised Statutes, to ensure that all lands to be designated or reclassified under subsection (b) shall be on the same island; and amends subsection (e) to add that the commission shall evaluate the suitability of the land for reclassification in accordance with sections 205-2 and 205-17, Hawaii Revised Statutes, and that conditions imposed by the commission in the declaratory order shall run with the land.

RELATING TO LAND USE. Amends chapters 46 and 205, Hawaii Revised Statutes, to give the counties greater authority and flexibility to define uses and regulate land use in the State Rural District consistent with broad State policies and standards.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
