RELATING TO REDUCED IGNITION PROPENSITY CIGARETTES. Delays implementation of the reduced ignition propensity cigarettes law to 09/30/2010. Creates a special revolving fund to receive deposits of cigarette certification fees. Authorizes the state fire council to expend moneys from the fund to cover the reduced ignition propensity cigarettes personnel and program costs. Effective 7/1/2050. (SD1)

RELATING TO OBLIGATIONS OF THE DEPARTMENT OF HAWAIIAN HOME LANDS TRUST FUND. Enables the department of Hawaiian home lands to begin construction on affordable housing projects without having the full and final amount of the capital costs on hand at the beginning of the project. (SD1)

RELATING TO HEALTH INFORMATION EXCHANGE. Creates an office of the state coordinator of health information technology and a health information exchange task force to assist in developing a health information exchange program. Effective July 1, 2050. (SD1)
