RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION. Makes necessary housekeeping amendments to chapter 201H, Hawaii Revised Statutes; authorizes the imposition of service fees to recoup program administrative expenses. Effective 7/1/2020. (SD1)

RELATING TO HOUSING. Restricts a percentage of state low-income housing leases, in certain cases, to no more than five years; requires the Hawaii public housing authority to review federal pilot programs intended to break the cycle of public housing and welfare, including related support programs. RELATING TO HEALTH. Changes the name of the environmental health education fund to the environmental health special fund and allows the fund to be used for sanitation program activities. Deletes registration requirement for food establishment inspectors. (SD1)

RELATING TO TAXATION. Repeals the sunset provision relating to the 1 cent tax on naphtha fuel used in a power-generating facility. (SD1)

RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM. Extends the reverse vending machine rebate program and increases the financial incentives. Appropriates moneys to the counties to plan and operate county recycling programs. Effective October 1, 2009, requires retail dealers with more than seventy‑five thousand square feet of retail space to operate redemption centers. (SD1)

Authorizes the director health to use federal moneys from the American Recovery and Reinvestment Act of 2009 and other applicable federal acts to fund drinking water and wastewater infrastructure programs. RELATING TO STATE SALARIES. Establishes a two year statute of limitations for recovering indebtedness to the State through withholding of state salaries. RELATING TO CIVIL SERVICE PERSONNEL. Ensures that civil service benefits for department of education civil service employees are the same as those provided to civil service employees of other executive branch agencies until 6/30/12. (HB541 HD1)

RELATING TO PUBLIC WORKS. Requires that the collective bargaining agreement be submitted to the director of labor and industrial relations in order for the terms in the agreement to dictate the prevailing wages with regard to a project financed through the issuance of a special purpose revenue bond. RELATING TO INMATES. Requires return of all out-of-state women inmates in private prisons by 12/31/2011. Requires that a maximum of 500 Hawaii inmates shall be detained in out-of-state prisons by 12/31/2015. Requires the public safety department to plan, design, and construct sufficient facilities to house inmates in Hawaii by 12/31/2015 and to pursue alternative forms of incarceration for returning inmates. Effective July 1, 2025. (SD1)

RELATING TO TOURISM. Appropriates funds for the application for a spaceport license from the Federal Aviation Administration to establish space tourism in Hawaii. Effective July 1, 2112. (SD1)

RELATING TO COMMITTED PERSONS' ACCOUNTS. Amends section 353-20, Hawaii Revised Statutes, to permit the Director of Public Safety to direct the department to have one or more accounts for committed persons. Also states that the accounts are non-interest bearing and that no interest can be paid to committed persons on the individual accounts. Effective July 1, 2030. (SD1)

RELATING TO PUBLIC ASSISTANCE. Requires the department of public safety to provide the department of human services (DHS) with a monthly report listing newly admitted inmates. Requires DHS to identify the status of each inmate on the monthly list with respect to the inmate's current receipt of public assistance. Requires continuation of public assistance to inmates sentenced to be incarcerated in a public institution for not more thirty days and termination of assistance to inmates sentenced to more than thirty days. RELATING TO MILITARY AFFAIRS. Creates the military liaison trust fund within a nonprofit entity to support the nonprofit entity's duties as the state liaison in matters relating to the military. Requires adjutant general, with the governor's concurrence, to select the nonprofit entity. Appropriates funds to the trust fund. Takes effect July 1, 2020. (SD1)

RELATING TO THE HAWAII TOURISM AUTHORITY. Broadens the scope of a "tourism emergency" to include a national or global economic crisis; removes the duties relating to tourism research and statistics from the department of business, economic development, and tourism and adds those duties to the Hawaii tourism authority. RELATING TO THE HAWAII TOURISM AUTHORITY. Repeals the Hawaii Tourism Authority. Establishes the Department of Tourism. Transfers the Convention Center Enterprise Special Fund, Tourism Special Fund, and Tourism Emergency Trust Fund to the Department of Tourism. Renames the Department of Business, Economic Development, and Tourism to the Department of Business and Economic Development. Effective 7/1/2050. (SD1)
