RELATING TO STATE BONDS. Authorizes issuance of general obligation bonds. Makes findings required by Article VII, Section 13 of the State Constitution to declare that issuance of authorized bonds will not cause debt limit to be exceeded.

RELATING TO TAXATION. Reduces tax credits allowed under chapters 235, 239, 241, and 431, HRS, by 75 percent for taxable years beginning on or after January 1, 2009, and ending before January 1, 2011. Suspends the use of tax credit carryovers generated from taxable years beginning before January 1, 2009, until January 1, 2011. Changes certain tax credits from refundable to non-refundable tax credits. Repeals the technology infrastructure renovation tax credit allowed under section 235-110.51, HRS. (SD1 Proposed)

RELATING TO AGRICULTURE. Appropriates funds, matched dollar-for-dollar by federal funds, in cash, or by in-kind donations by the private sector, for the planning, repair, and modification of agricultural facilities at the former Del Monte operation on Oahu and at Maui Community College. Amends the definition of "agricultural commodity". Effective July 1, 2020. (SD1)

RELATING TO THE KANEOHE BAY REGIONAL COUNCIL. Sunsets the Kaneohe bay regional council. Designates the Department of land and natural resources as the agency responsible for implementing the council's plans, programs, and policies and requires DLNR to carry out all duties and functions of the council established by chapter 200D, Hawaii Revised Statutes, prior to the effective date of this Act. RELATING TO AGRICULTURAL WATER SYSTEMS. Authorizes the Agribusiness Development Corporation to acquire agricultural water systems to provide water for irrigation of agricultural lands. RELATING TO GOVERNMENT. Establishes the food security special fund. Establishes the Hawaii economic development task force to address Hawaii's energy and food security needs. Revises the tax collected on each barrel of petroleum product sold by a distributor. Allocates portions of the taxes collected to various funds, including the general fund. Repeals the sunset date of the general excise tax exemption on gross income or proceeds from the sale of alcohol fuels. Effective date 7/1/2020. (SD1)

RELATING TO FARMS. Establishes a pilot program within the Department of Agriculture to encourage farmers to form agricultural cooperatives, coordinate purchasing agreements between the agricultural cooperatives and hotels, restaurants, and other buyers in the visitor and hospitality industries, and develop and implement safe food certification for products under the program. Establishes the Food Certification Pilot Program Special Fund and appropriates funds for the program. (HB1471 HD2)

RELATING TO FISHING. Requires DLNR to consider relevant data to support the adoption of rules to regulate the taking of uhu, weke/moana kali, and ulua/papio, and develop a monitoring and evaluation program to determine the effectiveness of rules adopted and the effects of specified habitat threats on the regulated fish. Establishes a five year moratorium on the harvesting of opihi on Oahu, and a ban on taking or harvesting opihi statewide, subject to open and closed seasons, bag limits, and the traditional rights of certain ahupuaa tenants. Establishes a fishing bag limit and size restrictions for Maui for uhu and goatfish. (SD1)

RELATING TO SCHOOL FACILITIES. Repeals two subsections of the Hawaii Revised Statutes regarding the cost of electricity and maintenance for air conditioners not installed by the department of accounting and general services and repair and maintenance for donated fixtures and equipment. (SD1)

RELATING TO EDUCATION. Establishes an advisory committee to provide oversight of the Hawaii teacher standards board and provide the governor with lists of nominees for appointment to the board; requires annual report of the advisory committee to the board of education and the legislature; authorizes the board to hire an executive director; authorizes the Hawaii teacher standards board to suspend its policies, rules, and standards when required by extenuating circumstances, and determine how it collects license fees (part I); authorizes the Hawaii teacher standards board to coordinate an effort that creates a data interface network to promote the free interchange of information among public and private Hawaii teacher education institutions and the department of education; appropriates funds (part II). RELATING TO EARLY LEARNING. Requires the department of education, beginning with the 2010-2011 school year, to use successful assessment tools and protocols for determining a student's initial placement and for decision making about a student's movement between junior kindergarten, kindergarten, and into grade one; clarifies provisions of the early learning system, including authorizing designees for all members of the early learning council, changing the name of the keiki first steps trust fund to the early learning trust fund, and specifying that moneys in the early learning trust fund shall not lapse to the credit of the general fund at the end of each fiscal year. RELATING TO TAX ON TOBACCO PRODUCTS OTHER THAN CIGARETTES. Increases the tobacco tax on tobacco products other than cigarettes from 40% to 85% in 2009, 95% in 2010, and 105% in 2011, of the wholesale price and deposits an unspecified percentage of the proceeds collected into the community health centers special fund, the health systems special fund, and the Hawaii tobacco prevention and control trust fund.
