Provides a short form measure for conforming amendments to the Hawaii income tax law based upon amendments to the Internal Revenue Code for calendar year 2008.

Amends the general excise tax return filing and payment procedures to require periodic estimated payments and one annual return.

Requires all persons required to electronically file and pay federal taxes to electronically file and pay state taxes.  Accelerates the filing and payment due dates for general excise, transient accommodations, fuel, cigarette, and rental motor vehicle and tour vehicle surcharge taxes. (SD1)

Lowers the cost of health benefits for public employers and public employees by ensuring all health benefits are administered under one system through the repeal of Voluntary Employees' Beneficiary Association Trusts.

Corrects a typographical error in the title of section 37-46, Hawaii Revised Statutes, relating to transfers of non-general funds to the general fund.

RELATING TO TAXATION.

Amends the county surcharge on state tax revenues by suspending the payment of the tax from the State to the city and county of Honolulu for fiscal year 2009-2010.  Extends the duration of the payment period of the county surcharge on state tax by one year to December 31, 2023.

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
