Requires (1) department of health to assume all community hospital liabilities accrued up to 6/30/1996; and (2) Hawaii health systems corporation (HHSC) to assume all subsequent liabilities. Provides for an income tax credit amounting to 15 per cent of qualified clinical trial costs incurred, in any county with a population over 700,000, and 20 per cent in any county with a population of 700,000 or less. RELATING TO ELECTRONIC PRESCRIPTIONS.

Authorizes the University of Hawaii board of regents to issue revenue bonds to finance the costs of construction or maintenance of capital improvement projects; appropriates moneys from the revenue bond proceeds for fiscal year 2008-09 and fiscal year 2009-10, with unexpended and unencumbered balances to lapse to the general fund on June 30, 2013 and June 30, 2015, respectively. RELATING TO PUBLIC SCHOOL CAFETERIA WORKERS.

Clarifies that public school cafeteria workers employed after July 1, 2009, will be compensated for a school-year period and compensation will be prorated over a calendar-year period; cafeteria workers employed prior to July 1, 2009, will continue to receive compensation over a calendar-year period. RELATING TO EXTRACURRICULAR ACTIVITIES.

Requires the department of education to allow children who are home schooled to participate in extracurricular activities at the public school they would otherwise be required to attend.

Authorizes the Hawaii housing finance and development corporation to grant funds to affordable housing developers to contract for third-party review and certification to expedite the process and issuance of building permits for an affordable housing project that is part of a transit oriented development; appropriates moneys for the grants (part I); establishes a commission on transit oriented development; appropriates funds for the commission (part II). Establishes a two-year pilot project within a designated complex area, which authorizes the complex area superintendent to reallocate resources within the schools in the complex area to achieve greater efficiency and cost-effectiveness; exempts the designated complex area from any department-wide budget reductions or restrictions during the 2-year pilot; requires interim and final reports to the legislature.
