RELATING TO THE HAWAII REGISTERED AGENTS ACT. Adopts provisions of the Model Registered Agents Act, which streamlines business registration filings for registered agents who accept service of process on behalf of businesses in Hawaii, particularly commercial agents who are in the business of serving as agents. RELATING TO REAL PROPERTY. Requires the registrar of the bureau of conveyances to provide, within 10 days and free of charge, an image and index of all instruments that contain real property transactions each week to the administrator of the city and county of Honolulu's real property assessment division. RELATING TO THE FEDERAL GRANTS SEARCH, DEVELOPMENT, AND APPLICATION REVOLVING FUND. Expands the allowable use of the federal grants search, development, and application revolving fund to include monitoring and auditing. Changes the name of the fund to reflect the new allowable uses.

RELATING TO AFFORDABLE HOUSING. Direct the legislative reference bureau to review the state and county laws related to affordable housing, to identify strategies to strengthen Hawaii's housing laws; requires report to the 2010 legislature.

Enables the Hawaii housing finance and development corporation to more easily collect the value of shared appreciation equity and other restrictions when an affordable housing property is publicly sold through a foreclosure; requires written notification of intent to foreclose on properties encumbered by such priority liens. RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION. Makes necessary housekeeping amendments to chapter 201H, Hawaii Revised Statutes; authorizes the imposition of service fees to recoup program administrative expenses. (SD1)

RELATING TO THE HAWAII TEACHER STANDARDS BOARD. Establishes an advisory committee to provide oversight of the Hawaii teacher standards board and provide the governor with lists of nominees for appointment to the board; requires annual report of the advisory committee to the board of education and the legislature; authorizes the board to hire an executive director; authorizes the Hawaii teacher standards board to suspend its policies, rules, and standards when required by extenuating circumstances, and determine how it collects license fees (part I); authorizes the Hawaii teacher standards board to coordinate an effort that creates a data interface network to promote the free interchange of information among public and private Hawaii teacher education institutions and the department of education; appropriates funds (part II).
