RELATING TO HIGHWAY SAFETY. Prohibits provisional licensees under 18 and holders of a temporary permit who are age fifteen years and six months but less than eighteen years of age from engaging in various tasks that distract from the primary task of driving such as, the use of all cell phones (including hands-free devices) and all other electronic devices, consuming food or beverages, engaging in personal grooming or attempting to reach for any other object or device, while operating a motor vehicle. Effective 7/1/2050 (SD2)

RELATING TO MOTOR VEHICLE INSURANCE. Creates a driver exclusion endorsement to enable a named insured to exclude specified persons from being covered under a policy. Effective July 1, 2050. (SD2)

RELATING TO ADMINISTRATIVE REVOCATION. Authorizes administrative director of the courts to permit administrative driver's license revocation hearings to be held in county other than county of arrest and to permit hearings by telephonic, video, or other electronic means.

RELATING TO THE STATEWIDE TRAFFIC CODE. Allows counties to prohibit or regulate electric personal assistive mobility devices on sidewalks.

RELATING TO TRANSIT ORIENTED DEVELOPMENT. Authorizes the Hawaii housing finance and development corporation to grant funds to affordable housing developers to contract for third-party review and certification to expedite the process and issuance of building permits for an affordable housing project that is part of a transit oriented development; appropriates moneys for the grants (part I); establishes a commission on transit oriented development; appropriates funds for the commission (part II). RELATING TO COMMERCIAL DRIVERS. Conforms penalty for violating an out-of-service order to federal regulation; provides penalty for operating a commercial motor vehicle with an alcohol concentration of an amount of 0.04 per cent or more and imposes a penalty for operating a commercial motor vehicle with any amount of alcohol concentration. Effective 7/1/2050. (SD2)

RELATING TO INTRA-COUNTY FERRY SERVICE. Exempts the proceeds from the sale of liquid fuel to intra-county ferry operations from general excise tax. (SD2)

RELATING TO TRANSPORTATION. Requires the Statewide Transportation Council to comply with county transportation and general plans, to the extent it does not impact federal funds, in the preparation of the statewide transportation plan for projected transportation needs for a six-year period.

RELATING TO HIGH OCCUPANCY VEHICLE LANES. Allows all motor vehicles, regardless of number of persons on board, to use high occupancy vehicle lanes or zipper lanes when one or more lanes of traffic have been shut down by law enforcement officers or emergency services personnel. Allows the director of transportation to declare an emergency to open use of HOV and zipper lanes. (SD1)

RELATING TO HARBORS. Authorizes the department of transportation to adopt rules relating to safety measures, security requirements, and shipping activities in commercial harbors controlled by the State.
