RELATING TO HIGHWAYS. Requires the department of transportation to incorporate shared lane markings as a new form of traffic control device.

Authorize the department of transportation to pursue a comprehensive 6-year modernization program and providing it sufficient resources to implement the plan by amending the state liquid fuel tax, state vehicle registration fee, state vehicle weight fee, and rental motor vehicle surcharge through increases of the various taxes and the flat rate amount in sections 243-4(a), 249-31, 249-33(a), and 251-2(a), Hawaii Revised Statutes, via economic conditions "trigger" mechanism. Authorize the implementation of a Vehicle Miles Traveled Pilot Program.

RELATING TO THE STATE VEHICLE WEIGHT TAX. Provides for the exemption of vehicle weight taxes for one noncommercial vehicle per veteran who is totally disabled or served in World War II or the Korean War. (HB472 HD1)

RELATING TO MOTOR VEHICLES. Permits motor vehicle backup warning beepers to be disabled between 10:00 p.m. and 6:00 a.m. if certain conditions are met. Eliminates specific requirements for bumper heights for vehicles.

RELATING TO TRAFFIC ACCIDENT INVESTIGATION. Requires the police department of each county to identify roadways most critical to free movement and commerce and establish protocols necessary to coordinate major accident investigations, including immediately notifying the medical examiner in fatal accident cases.

RELATING TO HIGHWAY SAFETY. Appropriates funds to the counties from the neurotrauma special fund for purchase and training in the use of photogrammetric traffic accident investigation technology.

RELATING TO MOTOR VEHICLE INSURANCE. Changes no-fault insurance coverage for personal injury protection benefits from required coverage to required optional coverage.

RELATING TO RESIDENTIAL DEVELOPMENT. As a condition precedent to the issuance of any grubbing, grading, or building permit for any residential development, as defined, the responsible county official must certify that all county and state highways that are or will be contiguous to the residential development are under construction.

RELATING TO MOTOR VEHICLE RENTAL INDUSTRY. Replaces "collision damage waiver" with "damage waiver" in the motor vehicle rental industry law. Repeals requirement to place notices of certain vehicle laws in each rental vehicle and repeals power of DCCA to prescribe form of signs to be posted at rental sites. Clarifies charges that may be assessed a lessee for damage to a rental vehicle. Repeals requirement to submit collision damage waiver statistics to DCCA.

RELATING TO THE PASSENGER FACILITY CHARGE SPECIAL FUND. To provide the Airports Division, Department of Transportation with additional financing options utilizing its Passenger Facility Charge (PFC) revenues to construct airports capital improvement projects (CIP) and to provide the statutory framework to permit the execution of these financial options.

RELATING TO MOTOR VEHICLES. This bill will remove the requirement that non-legal or registered owners of a vehicle present a notarized letter in order to ship the vehicle interisland, regardless of mode of transport.

RELATING TO HARBORS. Authorizes the Department of Transportation to adopt rules relating to safety measures, security requirements, and shipping activities for the purpose of protecting and ensuring the general public interest and safety of persons and vessels in the commercial harbors belonging to or controlled by the State.

RELATING TO HIGHWAYS. Requires the Department of Transportation (DOT) to conduct more frequent reviews of the condition of highway guardrails on the island of Hawaii that are deteriorating from exposure to acid rain caused by vog. Requires DOT to research measures and technology that could be used to prevent guardrail deterioration.

RELATING TO THE USE OF MOBILE PHONES AND ELECTRONIC DEVICES WHILE DRIVING. Prohibits the use of a mobile telephone while driving unless equipped with a hands-free accessory and being used in the hands-free mode. Exempts mobile radios. Prohibits transit drivers from using cellular phones whenever their vehicle is in motion.
