AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR WAILUA EMERGENCY BYPASS ROAD REPAIR AND RESURFACING, AND WAIMEA WASTEWATER TREATMENT PLANT UPGRADES FOR THE COUNTY OF KAUA‘I. Appropriates $ in general obligation bonds to the county of Kaua‘i for improvements to the Wailua emergency bypass road and the Waimea wastewater treatment plant. (HB2381 HD1)

RELATING TO THE MOTOR VEHICLE RENTAL INDUSTRY. Eases documentation requirements for rental cars transported by any water carrier authorized to transport vehicles interisland by the State PUC; provided that the water carrier has a written contract with the owner of the rental car, and records and retains certain information about the vehicle and its transport. RELATING TO STATE IDENTIFICATION. Allows the attorney general to contract with counties to process and issue state identification cards. (HB623 HD1)

RELATING TO RENTAL MOTOR VEHICLES. Requires that the owner of a rental motor vehicle, upon notice that the rental motor vehicle has been involved in a traffic incident resulting in a violation, provide the court with the name and address of the lessee within 60, rather than 45, days of the mailing of the notice; requires the court to mail a copy of the summons or violation to the owner. RELATING TO HIGHWAY SAFETY. Makes amendments to Hawaii Revised Statutes and Act 171, Session Laws of Hawaii 2008, reflecting recommendations of Ignition Interlock Implementation Task Force. (HB981 HD2)

RELATING TO TORT LIABILITY. Makes permanent the law shielding county lifeguards from liability. Also makes permanent the limitation on liability of the State and counties for incidents arising on improved public lands, provided that certain signage requirements are met. (HB1040 HD1)

RELATING TO HARBORS. Authorizes the Director of Transportation to require any person who uses or occupies state commercial harbors for business or commercial purposes, to defend, indemnify, and hold harmless the State against claims that may arise from such use or occupation. (HB1163 HD2)

RELATING TO THE PASSENGER FACILITY CHARGE SPECIAL FUND. Provides the Airports Division of the Department of Transportation with additional financing options utilizing its passenger facility charge revenues to construct airports capital improvement projects and to provide the statutory framework to permit the execution of these financial options. RELATING TO AIRPORTS. Allows the Director of Transportation to adopt rules to require users or occupiers of airport land, buildings, or facilities for business or commercial purposes to defend, indemnify, and hold harmless the State against all claims, suits, and demands arising out of or resulting from the use or occupation. RELATING TO ABANDONED VEHICLES. Allows counties to remove abandoned motor vehicles from private roads; requires owners of private roads to request removal in writing before vehicle is considered abandoned; requires private road owner to pay for removal and indemnify county for claims arising from removal and disposal. RELATING TO MOTOR VEHICLE RENTAL INDUSTRY. Replaces "collision damage waiver" with "damage waiver" in the motor vehicle rental industry law. Repeals requirement to place notices of certain vehicle laws in each rental vehicle and repeals power of DCCA to prescribe form of signs to be posted at rental sites. Repeals requirement to submit collision damage waiver statistics to DCCA. Effective 07/01/2020. (HB1696 HD2)

· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
