Revises standard for a court-issued license to drive for work-related purposes.

RELATING TO HIGHWAY SAFETY.

Prohibits persons aged fifteen years and six months but less than eighteen years of age from engaging in various tasks that distract from the primary task of driving such as, the use of all cell phones (including hands-free devices) and all other electronic devices, consuming food or beverages, engaging in personal grooming or attempting to reach for any other object or device, while operating a motor vehicle under either a temporary instruction permit or a provisional license.

RELATING TO TRANSPORTATION.

Makes it mandatory that persons operating or riding a moped or motor scooter on any highway shall wear a safety helmet with a chin strap.  Prohibits three-wheeled mopeds from using bike lanes and bike paths.

RELATING TO COMMERCIAL DRIVERS.

Conforms penalty for violating an out-of-service order to federal regulation; provides penalty for operating a commercial motor vehicle with an alcohol concentration of any amount of 0.04 per cent or more.

RELATING TO DRIVER LICENSES.

Permits the examiner of drivers to waive the test of knowledge of the rules of the road for applicants holding a valid driver's license from another state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, Guam, a province of the Dominion of Canada, the Commonwealth of the Northern Mariana Islands, Republic of Palau, Federated States of Micronesia, and the Republic of the Marshall Islands.

MAKING AN APPROPRIATION FOR COUNTY OF HAWAII MASS TRANSIT.

Appropriates funds, as a grant-in-aid to the county of Hawaii, to purchase 6 additional 40-foot buses and help with construction of a transit baseyard, including a maintenance and repair facility and fueling station.

RELATING TO PRETAX TRANSPORTATION BENEFIT.

Requires director of human resources development to expand the pretax transportation benefit pilot program statewide and to make the program permanent.

RELATING TO LIQUOR LICENSES.

Extends the period of time, from 1 to 3 years, that an applicant who has been denied or refused a liquor license must wait before becoming eligible to submit another application for the same class of license at the same location.

RELATING TO STATE BUILDING CODE.

Directs the state building code council to establish standards and criteria allowing the use of bamboo as an accepted construction material.

·         By Email:  Testimony may be emailed if less than 5 pages in length, to the Committee at TIATestimony@Capitol.hawaii.gov .  Please indicate the measure, date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.

Please note:  If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
