RELATING TO HIGHWAYS. Allows medium-speed electric vehicles to be operated on roads with a posted speed limit of 45 miles per hour or less.

RELATING TO TRANSPORTATION. Allows for the operation of larger articulated buses used for public transit purposes on public roadways.

RELATING TO HIGH OCCUPANCY VEHICLE LANES. Allows all motor vehicles, regardless of number of persons on board, to use high occupancy vehicle lanes or zipper lanes when one or more lanes of traffic have been shut down by law enforcement officers or emergency services personnel.

RELATING TO TRANSPORTATION. Requires the Statewide Transportation Council to comply with county transportation and general plans, to the extent it does not impact federal funds, in the preparation of the statewide transportation plan for projected transportation needs for a six-year period.

RELATING TO HIGHWAY SAFETY. Makes amendments to Act 171, Session Laws of Hawaii 2008, reflecting recommendations of Ignition Interlock Implementation Task Force.

RELATING TO INTOXICATING LIQUOR. Clarifies that money collected by the liquor commission from fines against licensees shall be used for substance abuse treatment and prevention programs, in addition to liquor educational programs.

RELATING TO THE OFFICE OF INTERNATIONAL AFFAIRS. Establishes an office of international affairs special fund to deposit admission fees from seminars, workshops, trade shows and missions, private and government grants, and other contributions to pay for expenses incurred to organize, plan, and implement business development activities of the office of international affairs.

· By Email: Testimony may be emailed if less than 5 pages in length, to the Committee at TIATestimony@Capitol.hawaii.gov . Please indicate the measure, date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
