RELATING TO MOTOR VEHICLES.

Amends section 249-10, HRS (vehicular taxes; penalties) to clarify that an owner of an antique motor vehicle may operate that vehicle on the highways for limited purposes.

RELATING TO TRANSPORTATION.

Requires persons aged eighteen or younger to wear a helmet while operating an all-terrain vehicle on public property.  Provides fines for violations.

RELATING TO THE STATEWIDE TRAFFIC CODE.

Allows counties to prohibit or regulate electric personal assistive mobility devices on sidewalks.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR WAILUA EMERGENCY BYPASS ROAD REPAIR AND RESURFACING, AND WAIMEA WASTEWATER TREATMENT PLANT UPGRADES FOR THE COUNTY OF KAUA‘I.

Appropriates $6,950,000 in general obligation bonds to the county of Kaua‘i for improvements to the Wailua emergency bypass road and the Waimea wastewater treatment plant.

Allows the Department of Transportation to hire and award security contracts by negotiation and not through a bid.

Directs the department of transportation to adopt a complete streets policy regarding future transportation projects.

RELATING TO STATE IDENTIFICATION.

Allows the attorney general to contract with counties for processing and issuing state identification cards.

·         By Web: Testimony may be submitted online if less than 4MB in size, at http://www.capitol.hawaii.gov/emailtestimony.

 

·         By Email:  Testimony may be emailed if less than 5 pages in length, to the Committee at TIATestimony@Capitol.hawaii.gov .  Please indicate the measure, date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.

 

Please note:  If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
