RELATING TO THE STATE FIRE COUNCIL. Establishes full-time equivalent staff positions for the state fire council to accomplish its duties and responsibilities.

RELATING TO FIREWORKS. Prohibits a county from enacting any ordinances or adopting any rules regulating fireworks or articles pyrotechnic that are less restrictive than state law.

RELATING TO FIRE PROTECTION. Makes discretionary, rather than mandatory, fire inspections conducted by the county fire chiefs. Provides that frequency of inspections of buildings other than public schools shall be as deemed necessary rather than every 2 years.

RELATING TO FIREWORKS. Establishes an illegal fireworks task force to stop the importation of illegal fireworks and explosives. Requires the task force to report a preliminary plan to the legislature no later than January 10, 2010.

RELATING TO FIREWORKS. Increases the permit fees associated with using and importing fireworks.

RELATING TO RESTRICTED ACCESS TO CORRECTIONAL FACILITIES. Permits the search of persons and vehicles entering state correctional facility grounds.

RELATING TO CONTROLLED SUBSTANCES. Directs the attorney general to coordinate a review of the impact of diverting marijuana and low-level felony drug offenders out of the criminal justice system into treatment.

RELATING TO THE COMPREHENSIVE OFFENDER REENTRY SYSTEM. Clarifies various provisions of the comprehensive offender reentry system; mandates written reentry plans; establishes limits on the maximum number of Hawaii inmates housed in out‑of‑state prisons; establishes a reentry commission; sunsets the legislative oversight committee on July 1, 2010.

When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
· By Email: Testimony may be emailed if less than 5 pages in length, to the Committee at PSMTestimony@Capitol.hawaii.gov . Please indicate the measure, date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
· By Web: Testimony may be submitted online if less than 4MB in size, at http://www.capitol.hawaii.gov/emailtestimony.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
