Establishes a memorial to the veterans of the Persian Gulf War and Operation Desert Storm.

RELATING TO FAMILY LEAVE.

Grants family leave to an employee during any calendar year to provide family care and support during the military deployment of the employee's child, spouse or reciprocal beneficiary, or parent.  Requires an employee to provide proof of military deployment.  Defines military deployment.  Effective 7/1/2015.

RELATING TO A HAWAII RESERVE COMPONENT MILITARY FAMILY RELIEF SPECIAL FUND.

Establishes the Hawaii reserve component military family relief special fund and an income tax check-off to fund it.  Provides economic relief to families of Hawaii national guard and reserve members.

RELATING TO VETERAN BURIAL GRANTS.

Requires office of veterans' services to pay directly to a mortuary for services and to transport the remains of a deceased veteran who joined the New Filipino Scouts between 10/06/1945, and 06/30/1947, and died after 06/30/1994, to the Philippines upon submission of an unpaid invoice.  Appropriates funds.

RELATING TO VETERAN SERVICES.

Establishes a veterans' services task force to address the many challenges veterans and their families encounter upon return from deployment.  Makes an appropriation.

RELATING TO CIVIL RELIEF FOR MILITARY RESERVE COMPONENT PERSONNEL.

Extends foreclosure for one year after redeployment from active duty for national guard and reservists.

RELATING TO CIVIL SERVICE LAW.

Increases effectiveness and efficiency by affirming that positions in the Hawaii National Guard sponsored youth and adult educational programs are exempt from civil service requirements.

RELATING TO CIVIL DEFENSE.

Supports State Civil Defense's Shelter-in-Place initiative by exempting civil liability for care homes and schools, in addition to hotels, during an officially designated emergency.

RELATING TO STATE DISASTER RELIEF.

Clarifies that the governor has the authority to declare a disaster emergency.  Requires the state civil defense division after the governor has proclaimed a disaster emergency, to report to the governor, legislature, and each county mayor on the disaster, including specified information.

RELATING TO PUBLIC SAFETY.

Requires theaters, public auditoriums, and other public meeting places that have no natural light source to be equipped with an emergency lighting system that will operate during an electrical power outage.

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

·         By Email:  Testimony may be emailed if less than 5 pages in length, to the Committee at PSMTestimony@Capitol.hawaii.gov .  Please indicate the measure, date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.

 

·         By Web: Testimony may be submitted online if less than 4MB in size, at http://www.capitol.hawaii.gov/emailtestimony.

 

Please note:  If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
