MAKING AN APPROPRIATION FOR A STATE QUALIFYING SHOOTING RANGE AT KULANI CORRECTIONAL FACILITY IN EAST HAWAII ON THE ISLAND OF HAWAII. Appropriates funds to plan, design, and construct a state qualifying shooting range situated at Kulani correctional facility in east Hawaii on the island of Hawaii.

RELATING TO INMATES. Requires return of all out-of-state inmates in private prisons by 12/31/2015. Requires the public safety department to plan, design, and construct sufficient facilities to house inmates in Hawaii by 12/31/2015.

RELATING TO COMMITTED PERSONS' ACCOUNTS. Amends section 353-20, Hawaii Revised Statutes, to permit the Director of Public Safety to direct the department to have one or more accounts for committed persons. Also states that the accounts are non-interest bearing and that no interest can be paid to committed persons on the individual accounts.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
