Establishes the Office of the Director of Disaster Preparedness and a Disaster Preparedness Commission to develop a disaster preparedness plan for Hawaii that includes the identification of hazards and hazard impact zones, disaster mitigation policies, requirements, and incentives, and best responses. Appropriates funds. Effective 7/1/09.

MAKING AN APPROPRIATION FOR THE AMERICAN RED CROSS. Makes an appropriation to the state department of defense to assist the American Red Cross, Hawaii Chapter, with needed capital improvement projects.

MAKING AN APPROPRIATION FOR A COMMUNITY CENTER AND DISASTER SHELTER IN HAWAIIAN OCEAN VIEW COMMUNITY ESTATES, HAWAII. Appropriates funds as a grant-in-aid to Hawaii county to plan, design, and construct a community and disaster center in Hawaiian Ocean View Estates, Hawaii.

RELATING TO COMMUNITY REINTEGRATION. Requires the Department of Public Safety to develop a plan to use current funding resources to improve community-based programs to assist female offenders in transitioning from prison back into the community.

RELATING TO CORRECTIONS. Clarifies the circumstances under which inmates may be transferred between Hawaii facilities and facilities outside of Hawaii.

RELATING TO PAROLE. Establishes an earned-time program that provides incentives for inmate rehabilitation by allowing inmates to become eligible for parole when they make consistent progress in completing programs while incarcerated. Appropriates funds.

RELATING TO SENTENCING. Repeals the law requiring habitual violent offenders to be sentenced to prison for 30 years to life.

RELATING TO REDUCED IGNITION PROPENSITY CIGARETTES. Delays implementation of the reduced ignition propensity cigarettes law to 09/30/2010. Creates a special revolving fund to receive deposits of cigarette certification fees. Authorizes the state fire council to expend moneys from the fund to cover the reduced ignition propensity cigarettes personnel and program costs.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

· The Committee the comments are directed to;
· The date and time of the hearing;
