Amends section 353-20, Hawaii Revised Statutes, to permit the Director of Public Safety to direct the department to have one or more accounts for committed persons.  Also states that the accounts are non-interest bearing and that no interest can be paid to committed persons on the individual accounts.  (SD1)

Renames the intake service center division of DPS to the reentry intake services division, whereby the reentry intake services division will work closely and collaborate with the furlough programs in each county, the Hawaii paroling authority, and the correction program services division to ensure that the reentry needs of inmates are being met.  (SD1)

Establishes a state residential drug abuse program with an in‑community component to help inmates' reentry into the community upon their release from prison.  Effective 7/1/2050.  (SD2)

RELATING TO CORRECTIONS.

Requires the department of public safety to establish a pilot program on Oahu that electronically monitors committed persons who are permitted to live and work in the community in lieu of continued incarceration.  Appropriates funds.  Effective 7/1/2050.  (SD1)

RELATING TO FIREARMS.

Prohibits person or government entity from seizing any firearm or ammunition under civil defense, emergency, or disaster relief powers, or during any civil defense emergency period or any time of national emergency or crisis, from any individual who is lawfully permitted to carry or possess the firearm or ammunition under part I of chapter 134, Hawaii Revised Statutes (HRS), and who carries, possesses, or uses the firearm or ammunition in a lawful manner.  Prohibits suspension or revocation, under emergency powers, of permits or licenses lawfully acquired and maintained under part I of chapter 134, HRS.  (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

PAPER:   3 copies (including an original) to Room 303 in the State Capitol;

FAX:        For comments less than 5 pages in length, transmit to 586-6531 (Oahu) or 1-800-535-3859 (Neighbor Islands); or

EMAIL:   For comments less than 5 pages in length, transmit to PBStestimony@Capitol.hawaii.gov.

 

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
