MAKING AN APPROPRIATION FOR THE HAWAII COUNTY ECONOMIC OPPORTUNITY COUNCIL. Appropriates funds for the Hawaii County Economic Opportunity Council to purchase 10 buses.

RELATING TO PUBLIC EMPLOYMENT. Amends various sections of HRS to comply with Act 253, Session Laws of Hawaii 2000, which places restrictions on the creation of civil service exempt positions and requires an annual review of exempt positions to determine whether they should be converted to civil service positions.

RELATING TO JOB-SHARING FOR PUBLIC EMPLOYEES. Authorizes the agencies of the executive, judiciary, and legislative branches to establish a voluntary job-sharing program.

RELATING TO WORKERS' COMPENSATION. Clarifies that sheriffs' chaplains are entitled to workers' compensation.

RELATING TO WHISTLEBLOWERS' PROTECTION. Provides additional protection to public employees who report violations of the law, and other improper activities such as waste, gross misconduct, incompetence, or inefficiency. Expands the state ombudsman's responsibilities regarding whistleblowers.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Clarifies retirement date for ordinary disability retirement, payment of attorney's fees and costs in disability retirement and accidental death cases, forfeiture date for noncontributory service credit, and benefits for reemployed retirants.

RELATING TO THE STATE OF HAWAII DEFERRED COMPENSATION PLAN. Assist eligible state and participating county employees in saving for retirement by automatically enrolling new employees into the State of Hawaii Deferred Compensation Plan, with an opt-out option.

RELATING TO UNEMPLOYMENT CONTRIBUTION RATES. Intended to conform Hawaii's unemployment insurance law to federal law to ensure uniform application to all state unemployment insurance experience rating transfers for employers.

· In person: 1 copy of their testimony to the committee clerk, Room 204, State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
