RELATING TO UNEMPLOYMENT INSURANCE. Extends unemployment benefits to individuals seeking part-time work and to workers separated from employment for a compelling family reason. (SD1)

RELATING TO PUBLIC EMPLOYEES. Requires state executive department and state legislative branch employees who are exempt from chapter 76, HRS (civil service law) to use or donate accumulated and accrued vacation allowance prior to discharge, or to forfeit remaining vacation allowance and any compensation in lieu of retaining vacation allowance upon discharge. Sunsets December 31, 2010.

MAKING AN APPROPRIATION FOR THE EMERGENCY ENVIRONMENTAL WORKFORCE. Appropriates funds to continue the emergency environmental workforce program in light of recent national and local economic downturns and wars, and provides for the continuation of the emergency environmental workforce during future periods of warfare or significant economic hardship.

RELATING TO COLLECTIVE BARGAINING. Allows union certification of certain employees or employee groups by signed authorization from the employee; requires collective bargaining to begin upon union certification; sets certain deadlines for initial collective bargaining agreement procedures and conciliation of disputes; sets civil penalty for unfair labor practices; extends certain authorities to labor organizations representing employees for collective bargaining; allows labor disputes to be defenses against prosecution for certain violations of law.

RELATING TO EMPLOYMENT SECURITY. Requires certain employers to retain employees who were displaced from an employer by divestiture through a transfer of a covered establishment to a new employer.

· In person: 1 copy of their testimony to the committee clerk, Room 204, State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
