RELATING TO UNEMPLOYMENT CONTRIBUTION RATES. Intended to conform Hawaii's unemployment insurance law to federal law to ensure uniform application to all state unemployment insurance experience rating transfers for employers.

RELATING TO UNEMPLOYMENT. Creates the state comprehensive employment training program providing subsidized employment for work with a public purpose. Appropriates funds.

RELATING TO THE STATE OF HAWAII DEFERRED COMPENSATION PLAN. Assist eligible state and participating county employees in saving for retirement by automatically enrolling new employees into the State of Hawaii Deferred Compensation Plan, with an opt-out option.

RELATING TO PROCUREMENT. Enacts the responsible construction contractor law for government procurements of construction projects.

RELATING TO PROCUREMENT. Requires all offerors and subcontractors for construction contracts subject to the state public procurement code, to maintain or participate in a bona fide, state-approved apprenticeship program at the time of general bidding.

RELATING TO THE BOILER AND ELEVATOR SAFETY LAW. Permits the department to set re-inspection frequencies for renewal permits based on factors relevant to the safe operation of the equipment; clarifies that in addition to asking questions relating to an investigation, enforcement and inspection activities, that the department may also obtain relevant records; housekeeping amendments for spelling and clarification.

RELATING TO CERTAIN FUNDS UNDER THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS. Clarifies the classification of certain special funds as trust funds and appropriates $5,000,000 from the special fund for disability benefits for automation of the disability compensation division.

RELATING TO LABOR. Requires the department of labor and industrial relations to use a standard reporting form to report the fringe benefit rate paid to both union and non-union laborers who perform work for the construction, alteration, or repair of public buildings and public works.

RELATING TO PUBLIC EMPLOYMENT. Amends various sections of HRS to comply with Act 253, Session Laws of Hawaii 2000, which places restrictions on the creation of civil service exempt positions and requires an annual review of exempt positions to determine whether they should be converted to civil service positions.

RELATING TO CRIMINAL HISTORY RECORD CHECKS FOR COUNTY EMPLOYEES. Expands the counties' authority to conduct criminal history record checks on current and prospective employees.

RELATING TO DISCRIMINATORY PRACTICES. Amends the definition of disability. Amends and adds certain definitions to broaden protections against employment disability discrimination in the State.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
