RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Creates a blue ribbon task force in the department of budget and finance to explore the feasibility of having the employees' retirement system purchase Ala Moana Center and the Ward Centers.

PROPOSING AN AMENDMENT TO ARTICLE XVI, SECTION 2, OF THE HAWAII CONSTITUTION, TO AUTHORIZE THE LEGISLATURE TO ALLOW THE JUDICIARY TO REDUCE PENSION BENEFITS OF AN EMPLOYEE OF THE STATE OR A POLITICAL SUBDIVISION WHO IS CONVICTED OF A FELONY RELATED TO THE EMPLOYEE'S EMPLOYMENT.

Proposes a constitutional amendment to article XVI, section 2 of the state constitution to authorize the legislature to allow the judiciary to reduce the pension benefits of any member of the employees' retirement system who is convicted of a felony related to the member's employment with the State or any political subdivision.

RELATING TO WHISTLEBLOWERS' PROTECTION.

Provides additional protection to public employees who report violations of the law, and other improper activities such as waste, gross misconduct, incompetence, or inefficiency.  Expands the state ombudsman's responsibilities regarding whistleblowers.

RELATING TO STATE SALARIES.

Establishes a two year statute of limitations for recovering indebtedness to State through withholding of state salary.

RELATING TO INTERGOVERNMENTAL MOVEMENTS.

Allows for the exchange or movement of civil service employees between the State and any county, between counties, between the federal government and the State, or between the federal government and any county; provided certain conditions are met.

RELATING TO LIQUOR COMMISSION EMPLOYEES.

Repeals section 281-22, HRS, which allows liquor commission employees to support, advocate, or aid in the election or defeat of any candidate for public office.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
