Grants the Department of Health authority to take samples necessary for epidemiologic investigations.  (SD1)

RELATING TO MENTAL HEALTH.

Clarifies that the provisions of section 704-412, Hawaii Revised Statutes, govern the timing and standards of decision for applications for conditional release or discharge from the custody of the Director of Health and includes a time frame for decisions on motions for conditional release or discharge.

Status

RELATING TO INFECTIOUS DISEASE TESTING.

Expands routine HIV testing by health care providers to improve early diagnosis of HIV.  Removes the requirement that health care providers obtain written informed consent prior to testing for HIV.  Provides for post-testing HIV counseling if there is a reactive, indeterminate, or confirmed positive result from an HIV test provided by health care providers.  Authorizes DOH to adopt rules.  Effective July 1, 2020.  (SB932 HD1)

RELATING TO THE STATEWIDE TRAFFIC CODE.

Allows counties to prohibit or regulate electric personal assistive mobility devices on sidewalks.

Status

RELATING TO THE HUMANE TREATMENT OF PET ANIMALS.

Clarifies animal cruelty law.  Prohibits the confinement of a pet animal in a kennel or cage in cruel or inhumane manner or for an unreasonable period of time.  Prohibits the tethering of a dog to a stationary object with a chain, or choke, pinch, chain, or prong collar.  Amends the law on animal hoarding. (SD1).

Status

RELATING TO REAL PROPERTY TRANSACTIONS.

Prohibits a deed restriction or covenant that requires a transferee of real property to pay a transfer fee to the person imposing the deed restriction or covenant, in connection with a transfer of real property.  (SD2)
