RELATING TO INSURANCE FRAUD.

Expands the authority of the Insurance Division's Insurance Fraud Investigations Unit, renamed the Insurance Fraud Investigation Branch, to prevent, investigate, and prosecute --  both civilly and criminally -- insurance fraud beyond motor vehicle insurance cases to all lines of insurance except workers' compensation.  (SD1)

RELATING TO SERVICE OF PROCESS.

Requires condominium associations, planned community associations, and cooperative housing corporations to establish a policy to designate a representative to provide entry for a process server.  (SD1)

RELATING TO PROCUREMENT.

Allows for persons desiring a Hawaii product preference to self-certify their Hawaii products when submitting bids as an alternative to registration on the Hawaii products list.  Amends the definition of a Hawaii product by revising the product classes.  Revises administrative rules relating to exemptions from procurement.  Effective 07/01/2020.  (SD1)

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Exempts from the purview of chapter 343, HRS, the environmental review law, primary actions that require a ministerial permit, that involve secondary actions relating to infrastructure development within public right-of-ways that have no significant effect on the environment.  (SD1)

RELATING TO PHYSICIAN ORDERS FOR LIFE SUSTAINING TREATMENT.

Creates a process for a patient to direct end-of-life treatment in a standardized physician orders for life sustaining form.  (SD1)

RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE.

Requires the dismissal of a protest of an award of a contract if the reason for the protest is based upon an error in a bid that is less than 1% of the bid amount.  Limits the protested amount in an administrative proceeding to no less than 10% of the total estimated value of the contract.  Requires the initiator of an administrative proceeding to pay a cash or protest bond equal to 1% of the total estimated value of the contract and not more than $50,000.  (HD1)

RELATING TO HAWAII PUBLIC PROCUREMENT CODE.

Exempts from the Procurement Code contracts to procure goods, services, or construction from a source approved as the sole source by the federal government under a grant from the federal government in any procurement funded by state and federal matching funds or by federal funds alone.
