RELATING TO INSURANCE FRAUD. Expands the authority of the Insurance Division's Insurance Fraud Investigations Unit, renamed the Insurance Fraud Investigation Branch, to prevent, investigate, and prosecute -- both civilly and criminally -- insurance fraud beyond motor vehicle insurance cases to all lines of insurance except workers' compensation. RELATING TO TORTS. Abolishes joint and several liability for design professionals and public utilities in tort claims relating to the maintenance and design of public highways, except when a design professional's or public utility's degree of negligence is 25% or more. RELATING TO SERVICE OF PROCESS. Requires condominium associations, planned community associations, and cooperative housing corporations to establish a policy to designate a representative to provide entry for a process server. (SD1)

Allows for persons desiring a Hawaii product preference to self-certify their Hawaii products when submitting bids as an alternative to registration on the Hawaii products list. RELATING TO ENVIRONMENTAL IMPACT STATEMENTS. Exempts from the purview of chapter 343, HRS, the environmental review law, primary actions that require a ministerial permit, that involve secondary actions relating to infrastructure development within public right-of-ways that have no significant effect on the environment. RELATING TO CRIME. Mandates minors aged 15-17 be tried as adults in cases of first and second degree murder. Provides for discretionary remand of the minor in specified cases. (SD1)

RELATING TO INVESTIGATORS OF THE DEPARTMENT OF HUMAN SERVICES. Authorizes the Director of Human Services to appoint and commission investigators to investigate incidents at the Hawaii youth correctional facilities, and gives these investigators access to necessary information maintained by state and county entities. RELATING TO PHYSICIAN ORDERS FOR LIFE SUSTAINING TREATMENT. Creates a process for a patient to direct end-of-life treatment in a standardized physician orders for life sustaining form. (SD1)

RELATING TO LABOR. Requires the department of labor and industrial relations to include in certified payroll records a fringe benefit reporting form, on which contractors and subcontractors itemize the cost of fringe benefits paid to both union and non-union laborers who perform work for the construction, alteration, or repair of public buildings and public works. RELATING TO RENTAL MOTOR VEHICLES. Requires that the owner of a rental motor vehicle, upon notice that the rental motor vehicle has been involved in a traffic incident resulting in a violation, provide the court with the name and address of the lessee within 60, rather than 45, days of the mailing of the notice; requires the court to mail a copy of the summons or violation to the owner. RELATING TO TORT LIABILITY. Makes permanent the law shielding county lifeguards from liability. Also makes permanent the limitation on liability of the State and counties for incidents arising on improved public lands, provided that certain signage requirements are met. Effective on approval. (SD1)
