RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE.

Requires the dismissal of a protest of an award of a contract if the reason for the protest is based upon an error in a bid that is less than 1% of the bid amount.  Limits the protested amount in an administrative proceeding to no less than 10% of the total estimated value of the contract.  Requires the initiator of an administrative proceeding to pay a cash or protest bond equal to 1% of the total estimated value of the contract and not more than $50,000.  (HD1)

RELATING TO HAWAII PUBLIC PROCUREMENT CODE.

Exempts from the Procurement Code contracts to procure goods, services, or construction from a source approved as the sole source by the federal government under a grant from the federal government in any procurement funded by state and federal matching funds or by federal funds alone. RELATING TO TEMPORARY RESTRAINING ORDERS.

Authorizes family court, when issuing a temporary restraining order, to award exclusive care of a pet animal or equine animal and enjoin the restrained party from having any contact with the animal. (HB1512 HD1)
