RELATING TO MOTOR VEHICLE INSURANCE. Creates a driver exclusion endorsement to enable a named insured to exclude specified persons from being covered under a policy. (SD1)

RELATING TO REAL PROPERTY. Permits the registrar of the bureau of conveyances to accept electronic documents with electronic signatures for recording, to provide electronic documents in response to a request, and to convert existing records to electronic format. (SD1)

RELATING TO MOBILE BILLBOARDS. Amends the restrictions on the use of mobile billboards and provides for penalties. Exempts businesses using advertising devices used in the daily function of the business. (SD1)

RELATING TO CONDOMINIUMS. Raises to $3,600 the maximum amount of the special assessment for delinquent monthly common assessments that can be charged against a person who purchases a condominium unit. Expands limitations on association liability for elderly unit owners aging in place to include disabled persons. (SD1)

RELATING TO PHYSICIAN ORDERS FOR LIFE SUSTAINING TREATMENT. Creates a process for a patient to direct end-of-life treatment in a standardized physician orders for life sustaining treatment form. Requires department of health to design the form. Requires department of health and Hawaii health systems corporation to require adoption of the form in their respective health facilities. (SD1)

RELATING TO THE DISCLOSURE OF VITAL STATISTICS RECORDS TO LAW ENFORCEMENT OFFICERS. Authorizes the Department of Health to provide certain public health records to law enforcement officers to facilitate criminal investigations.

RELATING TO EPIDEMIOLOGIC INVESTIGATIONS. Grants the Department of Health authority to take samples necessary for epidemiologic investigations. (SD1)

RELATING TO ENFORCEMENT OF THE SMOKING PROHIBITION. Makes compliance with smoking restriction law by nightclubs and restaurants a condition of renewal for a liquor license. Authorizes the liquor commission in each county to enforce smoking laws, concurrently with the department of health. Increases fines for violation of smoking restriction law. Requires revocation of liquor license for third violation of smoking law. Effective 7/1/50. (SD1)

RELATING TO COMMUNITY SERVICE. Requires the DLIR's office of community services to establish a mandatory community service program for all residents between the ages of 16 to 20. Requires report to legislature by DLIR. (SD1)

RELATING TO FIREARMS. Prohibits person or government entity from seizing any firearm or ammunition under civil defense, emergency, or disaster relief powers, or during any civil defense emergency period or any time of national emergency or crisis, from any individual who is lawfully permitted to carry or possess the firearm or ammunition under part I of chapter 134, Hawaii Revised Statutes (HRS), and who carries, possesses, or uses the firearm or ammunition in a lawful manner. Prohibits suspension or revocation, under emergency powers, of permits or licenses lawfully acquired and maintained under part I of chapter 134, HRS. (SD1)

RELATING TO CRIMINAL HISTORY RECORD CHECKS BY COUNTIES. Authorizes the counties to conduct criminal history record checks on taxicab drivers and applicants for taxicab driver's certificates. Eff 7/1/2050. (SD1)

RELATING TO AQUATIC RESOURCES. Exempts UH from permitting or application requirements when carrying out repair and maintenance relating to the Hawaii marine laboratory refuge. (SD1)
