RELATING TO CAMPAIGN FINANCING.

Establishes a grace period during which a candidate or candidate's committee may return or refund contributions that exceed the 20% cap on nonresident contributions.  Requires noncandidate committees to file an additional preliminary report on 7/31 prior to each primary election.

RELATING TO TOBACCO.

Authorizes suspension and revocation of retail tobacco permit for repeat violations of prohibition against sale of tobacco to minors.  Permanently enacts retail tobacco permit requirement.

RELATING TO EFFECTIVE LEGISLATION.

Establishes a commission on effective legislation, to be administratively placed under the ombudsman.  Requires the commission to be composed of representatives from the executive departments, University of Hawaii, judiciary, and other appropriate state entities to identify existing laws that are obsolete, redundant, conflicting, or ineffective.  Requires ombudsman to report to legislature.

RELATING TO LEGISLATIVE HEARINGS AND PROCEDURES.

Requires any report of a study or an audit made by an executive department or agency, and by the legislative reference bureau or auditor, to be submitted to the clerk of each house, senate president, speaker of the house, and chairs of the appropriate subject matter committee of each house.  Requires a public hearing or informational briefing, except if waived by the president of the senate.  Excludes certain annual or routine reports.

SB 1670

        Testimony

        Status

PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 6, OF THE HAWAII CONSTITUTION, TO CLARIFY THE GUBERNATORIAL APPOINTMENT PROCESS.

Amends article V, section 6, of the state constitution to clarify the appointment process for department heads and members of boards and commissions by requiring the governor to nominate successors within the time limits required by law.

·         By Web: Testimony may be submitted online if less than 4MB in size, at http://www.capitol.hawaii.gov/emailtestimony.

 

·         In person:  1 copy of their testimony to the committee clerk, Room 219, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
