Allows for persons desiring a Hawaii product preference when submitting bids to self-certify as an alternative to registration on the Hawaii products list.  Amends the definition of a Hawaii product by revising the product classes.  Revises administrative rules relating to exemptions from procurement.

Exempts the chief election officer from the provisions of the procurement code in acquiring voting systems.  Encourages the chief election officer to follow the procurement code when possible.

Clarifies that the request for absentee ballot include whether the ballot is for overseas voters or in-state voters.  Requires absentee ballots to be mailed no earlier than thirty days prior to the election day, if the voter is overseas, and ten days if the voter is in the State.

Clarifies candidate filing and withdrawal requirements in state and county elections.  Clarifies that when a political party fills a vacancy, the party shall notify the appropriate election official no later than 3 business days after receiving notice of the vacancy from the election official.

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION RELATED TO RESIDENCE REQUIREMENTS FOR MEMBERS OF THE LEGISLATURE.

Amends the state constitution to require candidates for the state senate or house of representatives to be a resident of the legislative district from which the person is a candidate for not less than twelve consecutive months prior to the general election.

PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 2 OF THE CONSTITUTION OF THE STATE OF HAWAII RELATING TO THE ELECTION OF THE LIEUTENANT GOVERNOR.

Proposes an amendment to article V, section 2 of the Constitution of the State of Hawaii to provide that a candidate for the office of lieutenant governor be formally nominated by a political party at the political party's official convention.

PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 6, OF THE HAWAII CONSTITUTION, TO CLARIFY THE GUBERNATORIAL APPOINTMENT PROCESS.

Amends article V, section 6, of the state constitution to clarify the appointment process for department heads and members of boards and commissions by requiring the Governor to nominate successors within the time limits required by law.

·         In person:  1 copy of their testimony to the committee clerk, Room 219, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
