RELATING TO THE CHILDREN'S JUSTICE PROGRAM. Establishes the confidentiality of children's justice program records, subject to exceptions for program and provider staff, mental and physical health professionals, and the courts.

RELATING TO CONDOMINIUMS. Raises to $3,600 the maximum amount of the special assessment for delinquent monthly common assessments that can be charged against a person who purchases a condominium unit. Expands limitations on association liability for elderly unit owners aging in place to include disabled persons. Effective 7/1/2050. (SD2)

RELATING TO FEDERAL FINANCIAL ASSISTANCE FOR INDEPENDENT LIVING SERVICES AND CENTERS. Repeals section 348-9, Hawaii Revised Statutes, that establishes the Statewide Council on Independent Living. (SD2)

RELATING TO TEMPORARY ASSISTANCE TO NEEDY FAMILIES. Details how the legislature will spend TANF funds, emphasizing child care services, work program contracts and related support services, the prevention of out-of-wedlock pregnancies, the purchase of service contracts for child protective services, information system maintenance, and administration costs. Transfers portions of TANF funds to the social services block grant and child care development fund. (SD2)
