Raises to $3,600 the maximum amount of the special assessment for delinquent monthly common assessments that can be charged against a person who purchases a condominium unit. Clarifies that all income withholding payments be sent through the Child Support Enforcement Agency; allows the agency to disburse support by electronic deposit or debit card; allows for electronic copy or facsimile of a signature as proof of service for certified mail; clarifies lien payment and enforcement. RELATING TO PERMANENCY HEARINGS. Amends chapter 587, Hawaii Revised Statutes, to ensure compliance with federal Title IV-E hearing requirements. Effective July 1, 2050. (SD2)

RELATING TO PUBLIC ASSISTANCE. Amends public assistance law by adding definitions of "non-work eligible household", "work eligible household", and "other work eligible household" and repealing the definition of "exempt household" to be consistent with recent changes in federal regulations. Also amends section 346‑53(a), Hawaii Revised Statutes (determination of assistance), to be consistent with the new definitions. (SD2)

RELATING TO FEDERAL FINANCIAL ASSISTANCE FOR INDEPENDENT LIVING SERVICES AND CENTERS. Repeals section 348-9, Hawaii Revised Statutes, that establishes the Statewide Council on Independent Living. (SD2)

RELATING TO TEMPORARY ASSISTANCE TO NEEDY FAMILIES. Details how the legislature will spend TANF funds, emphasizing child care services, work program contracts and related support services, the prevention of out-of-wedlock pregnancies, the purchase of service contracts for child protective services, information system maintenance, and administration costs. Transfers portions of TANF funds to the social services block grant and child care development fund. (SD2)

RELATING TO COMMUNITY CARE FOSTER FAMILY HOME. Requires the department of human services to allow two private pay clients to live together in a community care foster family home if two private pay clients share a relationship to be defined by the department. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
