RELATING TO A SILVER ALERT FOR MISSING SENIOR CITIZENS. Creates and implements a silver alert program to be operated concurrently with the Maile Amber Alert program.

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION TO USE A PORTION OF THE GENERAL FUND BALANCE EXCESS TO FUND THE CHILD DEVELOPMENT ACCOUNT PROGRAM. Proposed an amendment to article VII, section 6 of state constitution to use an unspecified percentage of the general fund balance excess to fund the child development account program.

RELATING TO SENTENCING. To restore a statutory provision allowing for presentence mental health or medical examination of defendants for purposes of sentencing.

RELATING TO CHILD SUPPORT ENFORCEMENT. Clarifies that all income withholding payments be sent through the Child Support Enforcement Agency; allows the agency to disburse support by electronic deposit or debit card; allows for electronic copy or facsimile of a signature as proof of service for certified mail; clarifies lien payment and enforcement.

RELATING TO THE OFFICE OF COMMUNITY SERVICES. Transfers the Office of Community Services from the Department of Labor and Industrial Relations to the Department of Human Services.

RELATING TO PUBLIC PROCUREMENT. Establishes a preference for bidders to government contracts who pledge to hire individuals with disabilities and certain temporary assistance to needy families recipients.

RELATING TO THE HAWAII STATE GIVING CAMPAIGN. Establishes the Hawaii state giving campaign as the only authorized solicitation of employees in the state workplace on behalf of charitable organizations. Appropriates funds to implement the campaign.

RELATING TO DOMESTIC VIOLENCE. Prohibits a landlord from evicting a rental housing tenant solely on the basis that the tenant is a victim of domestic violence.

RELATING TO INTOXICATING LIQUOR. Allows the Liquor Commission of each county to undertake substance-abuse-treatment and prevention activities.

RELATING TO DOMESTIC VIOLENCE. Authorizes the counties to impose fees for domestic violence prevention programs upon defendants convicted of domestic violence.

RELATING TO THE FEDERAL VIOLENCE AGAINST WOMEN ACT. Requires the department of human services to establish a pilot project to assist undocumented immigrants who are victims of domestic violence or sexual assault.

RELATING TO DOMESTIC VIOLENCE. In a case where a complaint, indictment, or information charging a crime of domestic abuse has been filed, authorizes a court to issue a restraining order upon a good cause belief, including results of a criminal history search, that harm to the victim or a witness has occurred or is reasonably likely to occur.

RELATING TO CRIME. Mandates minors aged 15-17 be tried as adults in cases of first and second degree murder.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
