Removes, for a foreign nursing school graduate applying for licensure by examination for registered nurses in Hawaii, the requirement to obtain certification from the Commission on Graduates of Foreign Nursing Schools. Authorizes a facility or regional health care system under the Hawaii health systems corporation to transition into a new legal entity, including a nonprofit or for-profit corporation, municipal facility, or public benefit corporation.

RELATING TO AUTOMATED EXTERNAL DEFIBRILLATORS. Specifies that any person who provides for an automated external defibrillator training program is generally immune from vicarious civil liability resulting from any act or omission of a Good Samaritan attempting to use the device to resuscitate a person.
