Provides a refundable tax credit equal to twenty-five per cent of the actual cost of a new generator or rechargeable battery that is used to power a taxpayer's life-saving or critical health-maintenance equipment at home.  Limits the maximum credit allowable for any taxable year to $200.

RELATING TO THE RIGHTS OF VICTIMS.

Amends the crime victims' bill of rights to include notice or waiver of notice as to an offender's unfitness to stand trial, transfer to the state hospital or other psychiatric facility, or regaining fitness to proceed. Requires the department of health to provide notice of offender unauthorized absences.

Provides for medical expenses and immunity from liability for licensed medical personnel providing volunteer medical services on behalf of the State or a county.

Establishes the Hawaii county health initiative task force to develop a comprehensive strategic health plan and to expedite the approval of new acute care facilities and medical or emergency services for the county of Hawaii.

Establishes the Hawaii health corps that provides annual stipends to physicians and dentists who work in health professional shortage areas and shortage specialties; establishes the Hawaii health corps special fund.

Establishes the Hawaii health corps program to address physician shortages in rural areas of the State; establishes a loan repayment program and an incentive plan for the recruitment of health care professionals to serve shortage areas.

RELATING TO MEDICAL MALPRACTICE.

Limits damages in medical malpractice claims to $1,000,000 for noneconomic damages and to $3,000,000 for noneconomic damages arising from injuries found to be catastrophic by a court.  Provides income tax credit for fifty per cent of the cost of medical malpractice insurance premiums under certain circumstances.  Sunset 7/31/2014.

RELATING TO HAWAII EMPLOYERS' MUTUAL INSURANCE COMPANY.

Requires Hawaii employers' mutual insurance company to provide medical malpractice insurance to physicians licensed to practice in Hawaii.

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
